Charlotte Brand Audie

President & Chief Executive Officer (Retired 2025)

For more than 25 years, Charlotte led FOAA in its efforts to promote and protect Florida’s outdoor advertising industry. During her tenure as President/CEO, the association secured landmark legislation to protect millions of dollars in industry assets by providing just compensation to outdoor advertising companies in Florida. Under her leadership, the FOAA Public Service Program provided millions of dollars in free advertising for public-service causes and built strong partnerships with state agencies to deliver missing-children alerts, Amber Alerts and emergency-management alerts on billboards throughout the state.

After more than two and a half decades at the helm of FOAA, Charlotte retired in 2025. Her tenure stands as a milestone in the Florida outdoor advertising industry: she guided the association through major legislative victories, built public-service programs that advanced community safety, and forged lasting collaborations with public entities across the state. Charlotte’s steady leadership, industry insight and commitment to public service laid the foundation for FOAA’s continued success.

The association and its members owe her a debt of gratitude for her vision and dedication.

Our FOAA Team is the operational engine of the Association. We are dedicated to day-to-day management, set the direction for the FOAA, and oversee finances. We also ensure that all resources, communications, and services for our members run smoothly.

We are your primary point of contact for inquiries, membership information, and administrative support, working tirelessly to serve the Outdoor Advertising Industry in Florida.

This team is our front line in the regulatory landscape. The Government Affairs and Consulting Team is responsible for monitoring, interpreting, and acting on laws and regulations that directly impact Outdoor Advertising at the state and local levels.

They represent the FOAA in Tallahassee and throughout the state, ensuring professional advocacy and keeping our members informed of the latest regulatory changes.

We work to promote and preserve the business of Outdoor Advertising with due consideration of the public interest and welfare; to provide programs of education, information and research in order to engender a better understanding and greater appreciation of the outdoor medium; to advance the common interests of the broad spectrum of those engaged in the business of outdoor advertising recognizing the particular diversity of business characteristics within the industry; to cooperate with local, county and state authorities in regulating outdoor advertising within the State of Florida; and to establish and maintain liaison with other professional, governmental, business organizations and related industries.

Program participants include legislative leaders, state regulators, and guest speakers that provide participants with information about the most recent trends and developments in the outdoor advertising industry.

FOAA Highlights: FOAA Highlights is an annual printed newsletter recapping the year on association activities, outdoor advertising regulations, public service efforts, and other information relevant to the industry. The FOAA Snapshot (E-newsletter) is sent to members throughout the year when there is important timely information regarding the outdoor advertising industry.

Capitol Update: Weekly communication provided during the legislative session to keep members informed on legislative activities and the status of legislation impacting the outdoor industry.

FOAA conducts an annual Legislative Fly-In in Tallahassee providing an opportunity for members to meet both formally and informally with legislators and government officials who play a vital role in determining the future of our industry. Members are briefed on current industry issues and legislation and equipped with the tools needed for meetings with their legislative delegation.

FOAA continually works to offer services and products to assist members with lower operating costs.

Local OrdinanceWatch: FOAA offers its members access to OrdinanceWatch, an advance notice local government information service. FOAA members can receive advance notice of pending local government action via two methods of delivery. Members can log on to the member section of the FOAA website to view ordinance watch activity in specific cities and counties or they can register to receive customized alert email advisories notifying them about activity in designated localities.

The FOAA considers the support of civic, charitable and governmental projects necessary for local communities to develop and grow. The FOAA public service program is a statewide effort in which members provide public service space to qualifying organizations in order to communicate important messages to the motoring public. By participating in the FOAA public service program, members enjoy the benefit of always having worthwhile copy close at hand to post on available boards. In addition, the program serves as a venue for implementing press conferences and gaining positive media exposure. Most importantly, the FOAA public service program exemplifies the desire of the outdoor advertising industry to be a good community partner.

Pete Dunbar

Jones Walker LLP Law Firm

Pete is a practicing attorney with the Jones Walker LLP law firm in Tallahassee, FL. His practice focuses on administrative, real property and governmental law. He began his long career in Florida government as a distinguished member of the Florida House representing Pinellas and Pasco counties in the Florida Legislature. Upon leaving the Legislature, he held the posts of General Counsel and Director of Legislative Affairs under Governor Bob Martinez and as General Counsel at the Department of Financial Services. He also served as Chief of Staff during the transition from the Martinez administration to the administration of Governor Lawton Chiles.

Pete received both his B.S. and J.D. degrees from Florida State University, where he also serves as an adjunct professor for the College of Law. Pete has served as lead lobbyist for the FOAA for more than 20 years.
