The Board of Directors is comprised of experienced leaders from Florida’s Outdoor Advertising Industry who volunteer their time and strategic vision. Their role is to ensure that the association remains aligned with the interests and future needs of our members. They are the voice of the industry.
Charlotte Brand Audie
President & Chief Executive Officer (Retired 2025)
For more than 25 years, Charlotte led FOAA in its efforts to promote and protect Florida’s outdoor advertising industry. During her tenure as President/CEO, the association secured landmark legislation to protect millions of dollars in industry assets by providing just compensation to outdoor advertising companies in Florida. Under her leadership, the FOAA Public Service Program provided millions of dollars in free advertising for public-service causes and built strong partnerships with state agencies to deliver missing-children alerts, Amber Alerts and emergency-management alerts on billboards throughout the state.

After more than two and a half decades at the helm of FOAA, Charlotte retired in 2025. Her tenure stands as a milestone in the Florida outdoor advertising industry: she guided the association through major legislative victories, built public-service programs that advanced community safety, and forged lasting collaborations with public entities across the state. Charlotte’s steady leadership, industry insight and commitment to public service laid the foundation for FOAA’s continued success.
The association and its members owe her a debt of gratitude for her vision and dedication.

Our FOAA Team is the operational engine of the Association. We are dedicated to day-to-day management, set the direction for the FOAA, and oversee finances. We also ensure that all resources, communications, and services for our members run smoothly.
We are your primary point of contact for inquiries, membership information, and administrative support, working tirelessly to serve the Outdoor Advertising Industry in Florida.

Emmy Kyllonen
Interim President & CEO
Emmy Kyllonen serves as the Interim President and Chief Executive Officer of the Florida Outdoor Advertising Association (FOAA) while continuing to manage the association’s Public Service Program. In this role, she coordinates FOAA’s statewide alert partnerships with the Florida Department of Law Enforcement and the Florida Division of Emergency Management, and serves as the association’s liaison to state agencies.
Emmy joined FOAA as an Administrative Assistant and has since taken on a variety of responsibilities within the organization. She earned a bachelor’s degree in English – Editing, Writing, and Media, with a minor in Communications, from Florida State University in 2012. Before joining FOAA, she worked in administrative and communications roles with the Florida Fish and Wildlife Conservation Commission.

Administrative Assistant
Alina is a dedicated student at Florida State University (FSU), hailing from South Florida. She is currently pursuing a Bachelor’s degree in Finance and Accounting at the College of Business, FSU. Beyond her academic pursuits, she’s on the social media committee for DWF magazine, where she combines her passion for fashion with digital media to help grow community engagement. In addition to her involvement with DWF magazine, she is also a member of the FSU Beta Alpha Psi national honorary organization and Women in Business.
Government Affairs & Consulting Team
This team is our front line in the regulatory landscape. The Government Affairs and Consulting Team is responsible for monitoring, interpreting, and acting on laws and regulations that directly impact Outdoor Advertising at the state and local levels.
They represent the FOAA in Tallahassee and throughout the state, ensuring professional advocacy and keeping our members informed of the latest regulatory changes.
Pete Dunbar
Jones Walker LLP Law Firm
Pete is a practicing attorney with the Jones Walker LLP law firm in Tallahassee, FL. His practice focuses on administrative, real property and governmental law. He began his long career in Florida government as a distinguished member of the Florida House representing Pinellas and Pasco counties in the Florida Legislature. Upon leaving the Legislature, he held the posts of General Counsel and Director of Legislative Affairs under Governor Bob Martinez and as General Counsel at the Department of Financial Services. He also served as Chief of Staff during the transition from the Martinez administration to the administration of Governor Lawton Chiles.
Pete received both his B.S. and J.D. degrees from Florida State University, where he also serves as an adjunct professor for the College of Law. Pete has served as lead lobbyist for the FOAA for more than 20 years.
Martha Edenfield
Martha is an independent practicing attorney based in Tallahassee, Florida. Her practice focuses on governmental affairs, environmental and land use law, and administrative law. Since entering private practice in 1984, she has gained extensive experience representing clients before the Florida Legislature, the Governor, the Cabinet, and numerous state agencies, serving as legal and governmental counsel for agricultural trade groups, industrial associations, medical professionals, and local governments.
In 1995, Martha was appointed by Governor Lawton Chiles to the Governor’s Administrative Procedure Act Review Commission, which provided recommendations to the Legislature for the 1996 rewrite of the Florida Administrative Procedure Act. She also served on the Florida Consumers Council, appointed by Florida Agriculture Commissioner Bob Crawford.
Martha earned her B.S. in Finance from Florida State University in 1981 and her J.D. from the Florida State University College of Law in 1984.
French Brown
Jones Walker LLP Law Firm
French is a practicing attorney with the Jones Walker LLP law firm in Tallahassee, FL. He offers clients more than a dozen years of experience practicing law and lobbying in administrative law and state and local taxation.
French provides legal advice on all Florida taxes including sales tax, corporate income tax, motor fuels tax, communications services tax, property tax, and documentary stamp tax. French is the only Florida expert in this area that also lobbies the Legislature, which has resulted in him being involved with all major tax legislation in the State.
French is a member of the FOAA Governmental Affairs Team and was selected to also serve as General Counsel for the FOAA in October of 2022.
Ashley Lukis
GrayRobinson Law Firm
Ashley is a shareholder in GrayRobinson’s Tallahassee office. Ashley practices general civil litigation in state and federal court, representing private clients as well as state and local government entities at the trial court and appellate court levels. Ashley also practices administrative law, including rulemaking and licensing disputes, and has represented both property owners and condemning authorities in eminent domain proceedings. Ashley also has experience in election law matters and litigation involving constitutional claims and defenses.
Jason Unger

Jason is a practicing attorney with the law firm of GrayRobinson in Tallahassee, FL. He concentrates his practice in the areas of governmental affairs, election law and administrative matters and regularly works with the executive branch agencies and the legislature on behalf of his clients. Prior to joining GrayRobinson, Jason served as special counsel to the Florida House of Representatives. While at GrayRobinson, he has represented George W. Bush and Richard Cheney in the 2000 presidential election contest; the Florida House of Representatives in redistricting; the Republican Party of Florida; and members of the legislature in election law matters.
In 2001, Jason was appointed by Gov. Jeb Bush and U.S. Congressman E. Clay Shaw, Jr. to the Florida Federal Judicial Nominating Commission. In 2005, Gov. Bush appointed Jason to the Florida Sports Foundation. In 2008, Jason was appointed by Gov. Charlie Crist to the Supreme Court Judicial Nominating Commission, and, in 2011, Gov. Rick Scott reappointed him to the commission for a term through 2015.
April Salter

April is the President and Chief Operating Officer for Salter>Mitchell, an advertising and public relations firm with offices in Tallahassee, FL and Alexandria, VA. She has provided senior business and communications counsel to Fortune 100 companies, government officials and policy leaders for the past 30 years. April worked for eight years in key state agencies such as the Department of Environmental Protection, the former Florida Department of Commerce, and as communications director to Governor Lawton Chiles. She was appointed by President Clinton to serve on the White House Conference on Tourism and Travel leadership team to develop environmentally friendly tourism strategies for the nation’s hospitality industry.
April develops creative strategies that build public support or minimize opposition on complex policy issue and has served as public relations consultant to FOAA for the past 13 years.
Marc Dunbar
Jones Walker LLP
Mr. Dunbar focuses his practice on governmental relations and legislative advocacy, commercial transactions and gaming. He has 25 years of experience, and he advises a wide range of clients, with particular emphasis on businesses in highly regulated industries. Mr. Dunbar handles legal matters and provides lobbying representation for a multitude of regulated industries, including motor vehicle manufacturing and dealerships, gaming, tobacco, alcohol, healthcare services and providers, and medical cannabis.
Along with his work for regulated industries, Mr. Dunbar also practices ethics and elections law representing a host of statewide campaigns such as the campaign for Governor Ron DeSantis and the Republican Governors Association. He has served as a gubernatorial appointee to one of Florida’s water management districts and presently is an appointee by Florida’s Chief Financial Officer to the board of Citizens Property Insurance Company.
Mr. Dunbar is a member of the Board of Visitors for Florida State University College of Law, where he also serves as an adjunct professor. Following law school, Mr. Dunbar worked for several years in the public sector. He was recognized for his exceptional legal work by Florida Tax Watch, and he was a recipient of the Davis Productivity Award, which honors state employees for exemplary service to Florida’s taxpayers.
Joseph R. Salzverg

Joseph is a Miami native with over a dec ade of experience in Florida’s political and public policy arenas. He has served as a campaign manager and political consultant to several members of the Miami-Dade Legislative Delegation dating back to the 2010 election cycle. He continues to enjoy very productive relationships with members of the delegation.
Joseph lobbies Florida’s legislative and executive branc hes of government on issues including food manufacturing and distribution, growth management and construction, health care, insurance and financial services, local government, regulated industries, transportation, utilities, vessels and waterways, and appropriations.
He also represents clients before local governments on procurement, land use, and general government matters. Joseph has successfully represented clients before Miami-Dade County and its various agencies, as well as municipalities throughout Broward, Miami-Dade, Monroe, and Palm Beach Counties.
Notably, Joseph assists corporate and nonprofit interests in market entrance strategies and community engagement initiatives throughout South Florida. During his representation, Joseph has developed a market entrance and community network strategy for a Fortune 50 company that engages local government and nonprofit partners. This strategy has become a national model for similar efforts.

The FOAA serves as an advocate for the Outdoor Advertising Industry in the state of Florida representing industry interests before the Florida Legislature as well as the Florida Department of Transportation.
We work to promote and preserve the business of Outdoor Advertising with due consideration of the public interest and welfare; to provide programs of education, information and research in order to engender a better understanding and greater appreciation of the outdoor medium; to advance the common interests of the broad spectrum of those engaged in the business of outdoor advertising recognizing the particular diversity of business characteristics within the industry; to cooperate with local, county and state authorities in regulating outdoor advertising within the State of Florida; and to establish and maintain liaison with other professional, governmental, business organizations and related industries.

FOAA Highlights: FOAA Highlights is an annual printed newsletter recapping the year on association activities, outdoor advertising regulations, public service efforts, and other information relevant to the industry. The FOAA Snapshot (E-newsletter) is sent to members throughout the year when there is important timely information regarding the outdoor advertising industry.
Capitol Update: Weekly communication provided during the legislative session to keep members informed on legislative activities and the status of legislation impacting the outdoor industry.

Legislative Fly-In
FOAA conducts an annual Legislative Fly-In in Tallahassee providing an opportunity for members to meet both formally and informally with legislators and government officials who play a vital role in determining the future of our industry. Members are briefed on current industry issues and legislation and equipped with the tools needed for meetings with their legislative delegation.
Member Services
FOAA continually works to offer services and products to assist members with lower operating costs.
Local OrdinanceWatch: FOAA offers its members access to OrdinanceWatch, an advance notice local government information service. FOAA members can receive advance notice of pending local government action via two methods of delivery. Members can log on to the member section of the FOAA website to view ordinance watch activity in specific cities and counties or they can register to receive customized alert email advisories notifying them about activity in designated localities.
Public Service Program
The FOAA considers the support of civic, charitable and governmental projects necessary for local communities to develop and grow. The FOAA public service program is a statewide effort in which members provide public service space to qualifying organizations in order to communicate important messages to the motoring public. By participating in the FOAA public service program, members enjoy the benefit of always having worthwhile copy close at hand to post on available boards. In addition, the program serves as a venue for implementing press conferences and gaining positive media exposure. Most importantly, the FOAA public service program exemplifies the desire of the outdoor advertising industry to be a good community partner.
